The Federal Service for Intellectual Property, Patents and Trademarks is the federal executive agency that carries out intellectual property monitoring and enforcement, which includes patents and trade marks.

The major functions of the Federal Service for Intellectual Property, Patents and Trademarks are:

a) to provide the legal protection of intellectual property in Russian Federation established by the Constitution of the Russian Federation, federal constitutional laws, federal laws and other legal regulations, and enforce the rules of its use;

b) to monitor and oversee the conducting of expert examinations of applications for intellectual property protection and the issuance of title documents using the procedure established by Russian law;

c) to register rights to intellectual property as well as license contracts and rights concession contracts in the sphere of intellectual property and publish information on registered intellectual property;

d) to monitor and enforce the payment of patent duties and registration fees;

e) to carry out attestation and registration of patent attorneys in the Russian Federation and ensure that they fulfill the requirements of Russian law.
